Who Owns the Pipes?

Does anyone know who owns the existing Fiber Optic Piping Infrastructure in Greensboro and how much of it is “dark fiber” and how much of it is “lit”?

Update: I have received the following response from the City:

Time Warner Telecom
Level 3
TelCove
Level 3

Qwest
Vvyx

On the question of how much dark fiber exists in these networks – the companies are not required to report this to the city, so unfortunately we do not have any information of the percentage of existing dark fiber. ”
